Philip Bilney

Executive Chairman

Philip Bilney has worked in marine insurance and related areas since 1981 when he started as a Hull and Cargo broker at Lloyd’s. He founded Rare Earth Insurance Partners in 2017 and oversees the firm’s global operations.

Philip moved to Singapore in November 1990 to establish the Asia Pacific marine underwriting operations of Sun Alliance Insurance (now RSA Group) in the capacity of Regional Marine Manager, before transferring to Hong Kong in December 1993 to take up the post of Assistant Group Manager.

In April 1997 he invested in a small Hull and P&I broker and over the following 20 years transformed it into a multinational enterprise. What became FP Marine Risks was granted Lloyd’s broker status and at its height employed over 120 staff in six offices around the world. Philip sold his stake in 2016, with a vision to create a new model for specialty insurance & reinsurance broking in Asia.

Philip is a regular speaker and writer on marine insurance, both within the industry and to the industry’s clients, with a particular focus on the logistics sector. He also frequently undertakes consultation and expert witness work in the field of marine insurance.

Wang Wei

CHIEF EXECUTIVE

Wang Wei joined Rare Earth Insurance Partners in July 2019 as Chief Consultant, bringing over 20 years’ professional experience across the Asia Pacific.

In July 2020, Wei was appointed Chief Executive, taking responsibility for leading the firm’s international growth from Beijing.

Wei gained experience in the marine insurance sector in Singapore before moving on to senior roles in China and Hong Kong. He holds an MBA from Nankai University, China, and an undergraduate degree in Industrial Trade from Tianjin University of Science and Technology, China. A recognised industry expert, he has delivered guest lectures on topics in insurance at Nankai University and is fluent in both Chinese and English.

Candace Chan

Managing Director, Hong Kong

Candace Chan is the Managing Director of Rare Earth Insurance Partners’ global headquarters in Hong Kong. She joined the firm in 2018 to oversee its shipping division before being appointed to her current role in 2019.

An industry veteran with over 15 years’ experience, Candace started her career at Jardine Ship Management Ltd., where she was responsible for arranging P&I and H&M insurances, as well as claims handling for shipowners. She left the company in 2001 to take on a role in cargo claims & broking before then joining Charles Taylor Adjusting in 2009 as P&I correspondent and manager for Cargo and Ports & Terminal claims. She returned to broking in 2011, subsequently becoming the Regional Director of Greater China for FP Marine Risks, responsible for all Hull and Liability broking activities in the region.

Candace earned her degree in Shipping Technology & Management from Hong Kong Polytechnic University and is fluent in English, Cantonese and Mandarin.

Mark Gu

Managing Director, China

GENERAL MANAGER, HONG KONG

Mark is the Managing Director, China and General Manager, Hong Kong for Rare Earth. He joined the firm in 2017 with over 20 years’ experience in the marine insurance industry. Mark started his career as an Underwriting Assistant at Tokio Marine China before moving on to AIG. In 2010 he joined RSA China where he became Head of Marine, responsible for managing the portfolio throughout the country. After 16 years of marine underwriting Mark made the transition to broking in 2013, focusing on providing marine reinsurance solutions to cedants in mainland China and the development of inward overseas opportunities.

Wendy Kao

Chief Representative, Taiwan

Wendy Kao was appointed Chief Representative, Taiwan, for Rare Earth Insurance Partners in August 2018. With over 30 years’ experience in the (re)insurance industry, she specialises in helping local insurers with complex programmes across all non-life classes, both facultative & treaty.

Wendy started her career as a reinsurance underwriter in Taiwan Fire and Marine before becoming a reinsurance broker in 2001. Fluent in English, Chinese and Taiwanese, she holds a reinsurance underwriting license from SITC in Switzerland and an underwriting license from the Non-Life Insurance Association in Taipei.

Greg Kritz

Director, Americas

Greg Kritz was appointed Director, Americas, for Rare Earth Insurance Partners in 2019. Based in Miami, Florida, he oversees the sourcing of Asian capacity and assists facilitation for Cedants, Reinsurance Brokers and Programme Underwriters in the Americas.

A distinguished industry leader with over 35 years’ experience, Greg was most recently President of Galactic Partners Ltd., where he oversaw the delivery of insurance and risk management advisory services to various entities conducting insurance for international business.

Greg is a long-standing Director of the Florida Customers Brokers and Forwarders Association, where he manages education grants for students aspiring to a career into logistics, and an Executive Vice President of World Insurance Services Inc. He is a member of the Society of Certified Insurance Counselors and the author of Cargo Insurance Basics, an education primer used by various institutions. For these and other achievements, he has been recognised as one of the “Who’s Who In Business” by WorldCity. Greg speaks both English and Spanish.

Paul Tang

Director, Trade & Technical

Paul Tang joined Rare Earth Insurance Partners in October 2018 with 20 years’ experience in the marine insurance industry. First appointed Director, Trade, he was promoted to his current role in 2019 and oversees both the firm’s trade portfolio as well as its technical operations.

Paul started his career at FP Marine Risks as a broker, handling all classes of marine insurance. He was subsequently appointed Head of Trade, Greater China where he specialised in cargo insurance, particularly stock throughputs, fine art and all types of reinsurance facility.

Paul earned his degree in Maritime Studies at Hong Kong Polytechnic University and is an ACII, Chartered Insurance Broker accredited by the Chartered Insurance Institute, UK. Fluent in English, Cantonese and Mandarin, he is based in Hong Kong.

Martin Ham

Director, UK & Europe

Martin Ham is Director, UK & Europe for Rare Earth Insurance Partners. In 2019 he joined the global headquarters in Hong Kong as Director, Binders & Facilities before being appointed to his current role in 2022. Based in London and bringing over 30 years of professional experience from the UK and Asia, he is responsible for developing the firm’s services to partner MGAs and intermediaries in the United Kingdom, Europe and the United States, leveraging the firm’s digital platform, WorkSpace.

Martin started his career with Steamship P&I Club in London before moving to become a Lloyd’s insurance broker firstly with HSBC and later with FP Marine Risks. He transferred to Hong Kong with the firm in 2011 and in 2016, took up the position of Head of Marine at Chubb Insurance. There he was responsible for the Underwriting of the Cargo, H&M, Freight Forwarding and Fine Art and Specie portfolio.

Richard Kamppari Baker

Head of Claims

Richard Kamppari Baker was appointed Head of Claims for Rare Earth Insurance Partners in April 2018. Based in Geneva, Switzerland, he manages all insurance-related claims for the firm and brings over 20 years’ insurance industry experience from across the UK and Asia.

Richard was most recently the Associate Director for Marine Claims at FP Marine Risks. He joined the firm’s Hong Kong office in 2008 and oversaw all marine-related claims. Richard started his career at OT Africa Line in London, England, and earned his degree in Maritime Studies from Liverpool John Moores University, England.

Jude Yeung

Director of Broking

Jude Yeung is the Director of Broking for Rare Earth Insurance Partners’ global headquarters in Hong Kong. In 2018 he joined the firm’s broking division and was promoted to Head of Broking in 2019 before being appointed to his current role in 2022. He leads the insurance placement of marine cargo, marine liability and non-marine related businesses.

Jude has over 18 years’ experience in the marine insurance industry and is a Senior Associate of the ANZIIF. He was most recently the Marine Underwriting Manager for SART Underwriting Limited, where he led the marine department and managed the marine portfolio for both the Lloyd’s Syndicate and the company. He started his career as a Marine Underwriter for QBE Hongkong & Shanghai Insurance Limited. Jude is fluent in English, Cantonese and Mandarin.

Angel Po

Head of Operations

Angel Po has over 20 years of experience in insurance and reinsurance operations, particularly with complex reinsurance programmes. As Head of Operations, she now oversees Rare Earth’s cloud-based support service infrastructure from our global headquarters in Hong Kong. Previously, she oversaw the broker services team at a specialty insurance intermediary. Fluent in both Chinese and English, she is an Associate CIP with the ANZIIF.

Michelle Chow

Head of Process Innovation

Michelle Chow plays a pivotal role in creating and maintaining agile processes for Rare Earth Insurance Partners and its digital platform WorkSpace. She develops new strategies that provide connected and intelligent broking, operations, and finance systems.

Michelle joined the firm in June 2020 and is based in Hong Kong. She earned her Masters in Finance & Investments from RSM Erasmus University and is fluent in English, Cantonese and Mandarin.
